Levine, who at the time was Pennsylvania\u2019s acting secretary of health, was confident that the hospital would be able to fund a social worker in this position, but noted that age restrictions for gender surgeries meant the social worker\u2019s consultations for minors would be limited to \u201cFtM [female to male] top surgeries,\u201d a euphemism for mastectomies. Mastectomies are more commonly performed on minors than other gender-related procedures.<\/p>\n
Ornstein noted that, even if children were limited in which gender transition surgeries they could get as minors, those children would eventually turn 18, making the social worker\u2019s efforts more financially rewarding.<\/p>\n
\u201cI am trying to give them some numbers to help them realize the eventual ROI (return on investment) for this necessary position,\u201d Ornstein said in another email. \u201cEven if the patients under 18 who go for surgery might be limited, the patients we start with will eventually be over 18\u2026so I still think it\u2019s worthwhile.
